# Licensing

**Decision (2026-09-30): sitoolz ships under Lars Rocha's LREL licence.** The text is `LICENSE.md` (LREL-1.1): anyone may use, change and share the kit with the credit line; organizations must also say publicly that they use it and take responsibility for their use; no AI training without permission; provided as is. It is written to sit alongside the White House Accord on Super Intelligence (29 September 2026, voluntary, signed by six frontier companies): organizations that use the kit disclose it, own their use, and apply their own safety controls, oversight and review to it; and the licence says "superintelligence" throughout, defined (Section 2) to cover every name for these systems, since the order of the same day may change the legal definition. The licence is inspired by the principles of that accord (accountability, oversight, review); it does not incorporate the accord, is not affiliated with it, and is not certified or endorsed by its signatories. The notes below are the background that led to it.

A licence has to be chosen before sitoolz is shared, and it is Lars Rocha's decision.

The libraries this package draws from carry different licences today:

| source | licence |
|---|---|
| `pytoolz` core (numtools, rangeblends, rulerland, citylaw, prefixlaw, indexrng, qrand, ...) | as stated in the pytoolz README |
| `lars_logic`, `schur_logic`, `lars_siro`, `wsrf_oracle`, `larsdoku`, `larsdoku_zs`, `wte` | AGPL-3.0-or-later |
| `lars_approves_of_pocklington_walk`, `primebase` | MIT |
| `foldwave` | not stated |

Two choices that fit the goal of "something for everyone to use":

- **MIT or Apache-2.0** for the whole kit: anyone can build anything, including closed games, and
must keep the credit. Apache-2.0 adds an explicit patent grant.
- **AGPL-3.0-or-later** for the whole kit: every derived work that is served or shipped must be
open too. This is what the logic and Sudoku libraries already use.

Mixing is possible (a permissive core with AGPL engines), but it has to be written down per
module. Until the choice is made this directory has no `LICENSE` file on purpose, so nothing is
published under a licence by accident.

## Data that does not ship in the wheel

`sitoolz/primebase/data` (the 15 MB prime base) and Larsdoku's seed archives are excluded from the
Python wheel by `pyproject.toml`; they stay in the repository. `sitoolz.primes.base` reads the base
from the package directory when it is there, so a git checkout has everything and a pip install
has the laws.
